This important position, Vice President of Security, directs the development, planning and daily operations of the Behavioral Health Security Services (BHSS) security services provided under contract to other agencies. Directs the monitoring, compliance and required reporting security incidents in conjunction with contracted agencies Regulatory Officer, Safety policies and other regulatory agencies. Provides general guidance to subordinate managers and staff.
This is an onsite position with 24x7 on call expectations.
Responsibilities:
· Analyzes, selects, implements, and evaluates programs necessary to support the strategic direction of the security services.
· Develops and executes Security specific goals and objectives consistent with the organization’s Security strategies.
· Markets and promotes a culture of security, safety and customer service.
· Represents the organization in matters of security services with leadership, staff, committees, and outside entities.
· Establishes policies, procedures, and practices necessary to support and maintain a safe and secure environment for the benefit of patients/clients, staff and visitors in accordance with regulatory requirements.
· Develops, implements and maintains the annual operating budget ensuring that the operations are managed within the established guidelines.
· Develops, implements and directs required training programs for department personnel.
· Directs, develops, maintains and enforces all aspects of the employee identification, access control, fire and life safety, environmental safety, emergency preparedness, emergency communications, hazard surveillance, and transportation for the organization in accordance with all government regulations; maintains necessary documentation and reporting.
· Directs and oversees the proper operation, administration and training on all Emergency Communications, locking systems (key & proximity card types), panic buttons/emergency notifications, Close Circuit Video Surveillance systems and digital video systems.
· Conducts Security investigations, prepares and files necessary reports, maintains documentation as required, provides coordination/communication and acts as a liaison with local law enforcement agencies or assigns appropriate designee.
· Performs frequent facility rounding to maintain high visibility and access by clinical staff; identify safety and security vulnerabilities and interacts with patients/visitors.
· Apply verbal persuasion and force when necessary to suspected law violators, assaultive patients/clients, and apprehend or evict violators from premises in a courteous fashion in order to preserve order, maintain safety and protect property, and enforce rules or policies.
· Provides effective communication, leadership and management during crisis, special events and emergencies that effect contracted properties/operations.
Qualifications:
· Bachelor’s degree in Safety, Security, Criminal Justice or related field or equivalent work experience.
· Six (6) years of experience as a Law Enforcement/Security Director or Manager.
· Extensive skill in data collection, analysis and reporting.
· Experience in the healthcare industry or a psychiatric care setting preferred.
· Valid California class “C” driver’s license.
· Valid California Guard Card and qualified security manager certification issued by the Bureau of Security and Investigative Services (BSIS). Program and business operations fundamentals.
· Management principles, theories, practices.
· Financial and budgeting operations.
· Knowledge and regulatory requirements of Federal, State, local laws, BSIS, JC, CA, DHS and CALOSHA that relate to private security, laws of arrest, personal rights and use of force.
· Technologies and current methods for effective staff and facilities security measures.
