The Position is headquartered in Sacramento.

Effective July 1, 2025, The California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.

The Long-Term Care (LTC) Ombudsman program advocates for the dignity, quality of life, and quality of care of all residents who live in LTC facilities, including skilled nursing facilities, intermediate care facilities and residential care facilities for the elderly. Under direction of the Staff Services Manager I, the Associate Governmental Program Analyst (AGPA) performs work to support certified LTC Ombudsman paid and volunteer staff who receive, investigate, and resolve complex complaints made by, or on behalf of, individuals who live in LTC facilities. The analyst must have high levels of analytical, as well as written and oral communication skills. Statewide travel may be required up to 5% of the time to provide training to local programs, ensure training standards are met, and participate in training related events such as Train the Trainer sessions and skills building courses.

Working Conditions

This position is hybrid and eligible for telework up to three days a week, in accordance with the Statewide Telework Policy, and will be required to report to the office as needed/required. The successful candidate must reside in California upon appointment.

The physical work location of the position is designated at the department's headquarters location, a three-story building and standard office modular workspace located in Natomas. The duties of the position require sitting for long periods of time while using a personal computer, reviewing documents, and attending meetings whether they are digital (i.e., Zoom, WebEx, MS Teams, etc.) or in person.

Special Requirements

This position is designated under the  Conflict of Interest Code . The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete  Form 700 within 30 days of appointment and once per year. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

  • Experience delivering training in person and virtually to medium/large-sized groups.
  • Experience developing educational content based on established law, policy, and procedures.
  • Experience creating eLearning and educational videos (using tools like Adobe Captivate or Premier).
  • Experience interacting, and working collaboratively with diverse internal/external stakeholder groups.
  • Experience managing large projects or programs, including goal identification, milestones and deliverable tracking, outcome measures, and implementation plans. (e.g. Conference planning and execution, Learning Management System roll-out)
  • Experience meeting deadlines and managing multiple competing priorities.
  • Experience with research and analysis to identify and resolve problems, and implement solutions.
  • Experience working with Aging and Long-Term Care advocacy.
